When the Secton 8 housing choice voucher was created in the 70s, it was intended to allow people to chose their choice for housing. Then the Federal government would pay a rental subsidy for one to stay there.
Sadly, the program is full of red tape, including regulations on what they will allow for a 'choice'. If you ask me, that removes the 'choice' for many in violation of the U.S bill of rights. Sure, you don't have to choose the program. And if you are trying to return to work, then you have to pay every dollar you earn against your subsidy. Again, that is o choice.
Landlords have mixed feelings of the program as they hate the paperwork and some of the tenants on this program are terrible people. Many times, they play the system to get free housing.
